As in полнокомплектное транспортное средство. Here's the full context:

"составными частями и предметами оборудования" - агрегаты, узлы и детали, установленные и (или) используемые в конструкции полнокомплектного транспортного средства, к которым предъявляются отдельные требования нормативных документов"

It's part of a list of definitions from a GOST.

"Fully equipped," perhaps?

I know they are different. It's just doesn't seem that the meaning is "complete". More like fully assembled even, maybe. I don't know. I am not a specialist in it. I am just looking for meaning in the word itself and it doesn't sound the same.

Angela, fully equipped and complete vehicle are 2 different things:) Alexander is right.

I agree with "fully equipped" or, in common language, loaded vehicle (has everything there is to have in it).

I agree with the term provided by Alexander Onishko but based on this definition:

"3. В целях настоящего Положения к полнокомплектным транспортным средствам относятся транспортные средства:

а) грузовые автомобили, оборудованные кабиной, двигателем, кузовом или имеющие иное исполнение загрузочного пространства (седельно-сцепное устройство <1>, кузов-фургон, крановая установка и т.п.);
<1> Далее - "седло".

б) легковые автомобили и автобусы, оборудованные кузовами и двигателями; …"

I suggest that it should be expanded and described separately in the translated document to avoid misunderstanding (for example in the footnote):

e.g. trucks with an integrated cab, engine and body as well as cars and buses with an integrated body and engine.
