primordial community
In other words, these regulations represent the time when the first elements of authority towards the early state were being built and when many primeval customs and common rules of the primordial community were being transformed into legal customs and unwritten legal norms, while the primordial clan tribal organization was falling apart.

The primordial community felt how important social unity was, and it must have had such a feeling as an instinct bred into the humans that constituted it. The community was personified as the tribal god, and respect for this idea was the central belief in the communal culture.

: I'd go with early human settlement as a more 'established' phrase.

: To bi bile „prvobitne ljudske naseobine“, a „prvobitna (ljudska) zajednica“ je sociološka kategorija - najstariji oblik društvenog uređenja.
