Serbian to English Law/Patents Law (general)
Misli se na donosioca nekog podzakonskog propisa (uredbe i slično), a to može biti vlada, neko ministarstvo ili druge nadležne državne institutcije. Potreban mi je termin koji bi se mogao upotrebiti ako taj organ nije izričito imenovan. Primer: "Ovakvim rešenjem donosilac ove uredbe je želeo da utiče na poboljšanje uslova…"

Daryo, hvala na ovom korisnom priručniku, nikada se ne zna kada može zatrebati onima koji dosta prevode zakonodavstvo. Takođe mi se čini da ste i vi i kolega Vučković dali vrlo prihvatljiva rešenja.

setio sam se jednog vica, koji kao i svaki vic ima zrno istine:
"Kako se donose odluke?
Pripravnik dobije zadatak da pripremi nacrt odluke. Strucni saradnik pregleda nacrt, izmeni (nagore) par detalja, stavi svoj potpis i preda dalje sefu grupe. Sef grupe na brzinu pregleda nacrt odluke, stavi svoj potpis na preporuku da se odluka donese, i sve to preda dalje sefu kabineta, koji samo ma brzinu procita preporuku sefa grupe. Sef kabineta najzad podnese ceo spis ministru da donese konacnu odluku.
Ministar postavi kljucno pitanje: "gde treba da potpisem?"
Mozda "authors of ..." i nije tako lose resenje. Makar u teoriji, autori podzakonskih akata rade po smernicama ministra, tako da ako se govori npr. o sadrzini propisa, mozda bi "authors of ..." moglo da prodje kao slodoban prevod po smislu?

Druga mogucnost, koja vise stavlja naglasak na formalni aspekt, bi bila "authority" ili mozda "enacting authority" ( as in "the authority acting upon the primary legislation")?

Tačno ste to primetili. I meni je prva ideja da po analogiji sa law-maker i decision-maker upotrebim izraz "maker" ili "author", ali prvo mi nikako nije zvučalo prikladno, a za drugo sam imala istu primedbu kao i vi: author je neki činovnik ili grupa njih, a zvanični donosilac je organ vlasti.

Nailazio sam na izraze "creators of ..." i "authors of ...", ali to nije isto sto i donosilac, tj onaj koji formalno potpisuje/donosi podzakonska akta; mada se makar uklapa u konstrukciju recenice "... donosilac ove uredbe je želeo da ...."

Primer:
