TechLawDC Apr 16, 2020:
The Answer Chosen is incorrect. THE ANSWERER HAS EDITED THE AUTHOR. Nowhere does the author say that the capital transfer is without consideration. The transfer is without fees. Consideration, partial or complete, is common. In which case the net transfer is a partial amount or else zero. Such a transaction is not worth even mentioning!!! It is if a fee is involved that the transaction is worth mentioning. Even if I had not seen numerous such transactions in both languages, where the facts above were quite clear, it would still be surprising to me that this answer was chosen.

Hi Daryo, I think your missing the point. "Fee-free" relates to the transfer and not to acquiring capital. Pls google "fee-free transfer of" and you'll find a host of examples which prove your comment to be wrong. Regards!
disagree Dragana Rajkov-Šimić : I agree with Daryo here, for transfer of capital you pay some kind of consideration, not a fee

neutral TechLawDC : The nature of the fees here probably should not be taken for granted. Therefore "free of charge" presumes facts the author has not disclosed. (More context is needed.)

The sole nature of fee is payment, I see nothing opaque here.

Alternative 2: privatization in the process of which capital is transferred without fees.
Alternative 3: privatization in the process of which capital would be transferred without fees.
Alternative 4 (more of a stretch versus the author): privatization in the process of which capital was transferred without fees.

disagree Daryo : "fee" is the wrong term - you don't pay a "fee" for acquiring capital // you could pay a "fee" to all sort of "advisors" but that's NOT a "payment for transferred capital"
