Person harbo(u)ring and concealing (ordinary) criminals
Ordinary criminals (Εγκληματίες του κοινού ποινικού δικαίου) as opposed to war criminals. IMHO, the adjective ordinary can not being used given that all except war criminals are criminals under common penal law.
