Your second suggestion sounds better — though to be honest, I think the EN is probably not very well written, I'd have expected it to read 'USB high-speed charging socket'. Presumably, this is nothing to do with high-speed USB! Unless either the writer was non-technical and got confused, or else was deliberately trying to associate this basic battery charger with a more sophisticated concept!
