In punitive terms, an "enhancement" is extra punishment (ie, additional time or harsher conditions) added onto a sentence for a criminal conviction based on specific characteristics of the crime committed (for example, gang related, or involving drugs).

Se llaman agravantes penales a aquellas circunstancias referidas al hecho ilícito, sobre cómo se cometió o a quien lo hizo; que hacen que se deba aplicar las máximas penas previstas para la figura delictiva de que se trate (la mitad superior según el artículo 66.3 del Código Penal español) pues éstas oscilan entre un mínimo (si hay atenuantes) o un máximo (si hay agravantes); estos últimos deben aplicarse restrictivamente pues son en perjuicio del reo.

Laxica, en este ejemplo podés ver que "gang nhancement" es un cargo adicional al que el acusado se declaró culpable, no es el castigo mismo sino un factor incrementa el castigo.
Entiendo que el término también se utiliza como vos decís pero esa no es la acepción correcta. Todo depende del contexto.

"enhancement" - aumento de la responsabilidad penal y de la condena, castigo adicional.
Según el link que indico en mi respuesta:“Enhancements” are penalties that are added to one’s punishment for committing a crime when aggravating circumstances were present.
Es decir, la sentencia condenatoria es más estricta (y por tanto la pena que se impone) en consonancia con las directrices de condena correspondientes a/que establecen una mayor responsabilidad penal por pertenencia a banda callejera/criminal... ("sentencing guidelines for gang-enhancements").
La pertenencia a banda criminal es un agravante ("aggravating factor") que DA LUGAR a una mayor responsabilidad penal, y por lo tanto, un incremento del castigo o pena impuestos ("enhancement").

En la primara frase "gang enhancements" afirmo mi propuesta de "agravantes" (factores agravantes) mirá el ejemplo "plea agreement" que te puse abajo.
En la segunda frase "punishments for any violations inside prison are enhanced" significa que la pena se agrava (o incrementa) y eso se acerca al sentido que vos entendés.
Y en la tercera frase el sentido es "modificar" la ley STEP.
Así lo entiendo yo. Por eso pienso aquí hay tres preguntas que requieren tres respuestas distintas.
