agree Charles Davis : Jawohl! When it isn't "sin" (which it can't be here), it's usually "según". // It can sometimes means "sobre" too.

Have to say "según" didn't occur to me though; it's virtually always "sin" in Mexico, but as you say, it couldn't be that. Thanks, Charles!
