Although it's a poorly written text, it seems unlikely here that they actually mean "charge" as in fees.

Perhaps: obligations, conditions or requirements?

'conditions' is ok since the term has been signed off by Swissmedic, but I think it's an attempt to translate a Swiss German concept.

In this case, charge could refer to "expenses", though more context would be needed for full understanding.
