Context:: The "atto" is the "atto di nascita". Thus P.I.S.A. is evidently the name of the registry in which the "atto" is registered. It does not relate to a specific municipality, however, because I have seen it on hundreds of documents. It also does not mean "Part I Series A", for the same reason.
