Per a l’exercici de les funcions d’avaluació, es creen en el si de l’Agència una comissió d’avaluació de la qualitat, una comissió de professorat lector i col·laborador i una comissió d’avaluació de la recerca, les quals aproven les avaluacions dels àmbits respectius amb independència tècnica, alhora que en són les responsables finals.

The notion of "independència tècnica" refers to teh fact that these committees will function in a non-subjective way (independently of the influence of the members of the Catalan University System Quality Agency Board, which is composed of university rectors) when produicng their evaluations of research and teaching staff.

My Q is more about faithfully translating the IDEA in plain EN; 'technical independence' to my mind, is going to be unintelligible to an EN reader, as 'technical' has more literal connotations in EN.

My idea is to incorporate the word 'objective', what d'ya think?

Though I had the same reticence as you to start with, Google does in fact find numerous examples of 'technical independence' in this sense, e.g. "Keeping in force the administrative arrangements to ensure the full technical independence of the International Narcotics Control Board. ..."

certain level of independence

....this is what it seems to imply to me. They are independent to a point, but are ultimately reponsible. I would probably try to avoid "technical" in this context for the reasons you stated. If asked "Are they independent?" a reply of "Technically" would be understood instantly, but when you speak of "technical independence" in this context I don't immediately think of that sense.
