can't give you the German, but..
In the USA, you usually fill in a time card which charges your time to certain cost centers. This is even if you are a professional. Usually, for a public holiday, you may only charge 8 hours of time. However, they are saying that you MAY leave early the day before, and that gets charged to a public holiday too.
In my company, you put 'H' for holiday, 'S' for sick leave, 'V' for vacation and the applicable charge number when you are working.
