da un punto di vista letterale i "tax offices" sarebbero i nostri "uffici di esazione/riscossione delle imposte" altrimenti detti in Italia "Ufficie dell"Agenzia delle Entrate".
La mia proposta di traduzione parte tuttavia dalla formulazione originale in lingua spagnola, che puoi vedere qui sotto, nei siti di cui ti ho ricopiato il link e, come sempre va tenuto presente quando in gioco vi è la denominazione di una legge straniera, parte dal presupposto che va rispettata la formulazione in lingua originale a cui è possibile aggiungere accanto tra parentesi il traducente italiano (per permettere di comprendere a chi non conoscesse l'inglese).

The IBI, a tax on real estate properties, is one of the sources of revenue for Spanish Local Entities. Financing of Public Local Entities in Spain is regulated mainly by State legislation, in particular the Royal legislative Decree 2/2004 of 5 March 2004, which approves the revised text of the Local Tax Offices Regulatory Law. The aim of this legislation is to ensure sufficient funding for Local Entities. It provides for a common regulatory framework applicable to all Local Entities and is complemented by rules adopted by the Local Entities.

The legislation deals with a broad range of issues. It defines, inter alia, the main features of the IBI and the regulatory powers granted to the Local Entities. It should be noted that the legislation grants considerably autonomy to Local Entities to develop their own tax policies.
