The context: a quote from the skeptic Will Rogers: "The money was all appropriated for the top in the hopes it would trickle down to the needy."
This is a reference to a favourite argument of supporters of free market capitalism: the idea is that in such a system, the money trickles down to the poor and needy so it is in their best interests too. The form I quote has actually become something of a cliché.
