Zulassung seems to work as "authorisation" or "approval". It presumably stems from "bauaufsichtliche Zulassung" (as in the above excerpt).

What I am trying to convey is that "authorisations" or "approvals" alone may be sufficient from the context. The longer phrase is more precise, but on the other hand the term in the source text is quite concise, so I'd be reluctant to translate it with an overly lengthy expression. The "..." is to optionally insert the material, such as "cement" or "timber".
