Under the heading "Local Economy":

"L’industria medio-grande, che si concentra in unità produttive ad elevato **immobilizzo di risorse**, caratterizza ancora la struttura produttiva siracusana anche se le iniziative imprenditoriali più diffuse si confermano quelle agricole (28.4%) e quelle commerciali."
I'm wondering if the risorse in question are human resources, so with the "immobilizzo" part, which I assume means something like fixed or permanent, could it be referring perhaps to something like a low staff turnover? I may well be barking up the wrong tree, however.
