In what part of the report does it appear? In a loose translation vincolo could also mean a linkage or transfer ratio

limiting coefficient does seem to exist, in regard to friction. Without context, however, it's hard to tell.
constraint ratio I'm not an expert but would translate it this way

Transfer coefficient

According to the text each number corresponds to a different metric (the metrics appear above). My guess is that in this case they simply mean a type of linkage coefficient, which is 1. Put simply, just a coefficient.
