I would say that this is what they mean, it is lighting meant to cut down on light pollution

sky blue roof/vault

depends on the context - I have used this one before.
I think that if you are referring to the colour/shade then sky blue is the right term (though it does sound rather ordinary!) , but if you are referring to the sky itself then celestial is right....
