systematic legislation
Just an idea and perhaps I'm quite wrong, but I have a feeling "organiche" here is used in the metaphoric sense of "organised/systematic", rather than the literal "organic" sense.

Patricia is probably right technically. but since it is probably not a text for law students, but for people interested in the environment, basic, or general laws would be understandable to the lay reader, just as organico is easily understandable to the non epxert Italian reader.
