I read it as a computer system in which the native operating system has to access other external systems via different dedicated applications, one for each external system, which causes the whole thing to slow down. Or something like that.

It's scary because technically it means we're breaking the rules - including if we hide the extra unintended entry (as I have now done)

applications installed on every device

the context is that of systems set up as standalone connecting remotely to central office with consequent slowness caused by the local processing (contrasted with a thin client dedicated solution for remote connection which improves speed and all the rest). I suggest this as an alternative to Tom's.
