Administrative Court
This term is at the end of an Administrative Court decision in the list of the three intervening magistrates after the name of the third judge, the first being the Presidente, the second a Consigliere, and the third, the Primo Referendario, Estensore.
I know that the estensore is the rapporteur, the judge writing for the court, but I haven't the foggiest what the primo referendario refers to.
Any ideas?

by definition. I am pretty sure that is what is called in the UK legal system. But see the reference on arbitrator, the same term is used in the US system.

I found a couple of links for you that may help. A "referendario" is a "Magistrato del Consiglio di Stato o della Corte dei Conti all'inizio della carriera"
A "consigliere" seems to be senior to a "primo referendario", who is in turn senior to a "referendario" (the second link, page 17, may give you some ideas for translation).
Maybe someone else can confirm?
