The company is appealing to the tax commission against the Inland Revenue's "atto di irrogazione sanzioni". I know what it means but wonder if there is a more elegant/correct way of putting it

imposition of sanctions

Or if you are sure it is just a fine, "imposition of a fine". I think you can leave the "atto" or piece of paper issuing the fine as taken for granted.
