We really need the context as although there is little difference between window dressing and window display in some cases one might be more appropriate.

Window dressing

You have given no context to any of your questions. However, "window dressing" and "dressing the windows" are terms commonly used in this area so could be correct. Difficult to know for sure with no context.
Example sentence:
