I think that this is the general gist of it - get the arm ready ready to throw a punch (lower part of arm from elbow downwards)

This is from a technique that pertains to the tightening of the fist, preparing the arm, wrist and fist for a strike. Being Earnest is correct, so you need to choose which expresses the idea best in the context.

The double side punch, or "morote yoko tsuki" as shown in the picture (image 10 in the sequence) appears to involve one arm being drawn back into position under the elbow of the OTHER arm.
