My instincts are telling me they really mean проводить, because they have used вводить and even ввод several times, but not once does it really make sense with the strict meaning of the word.

Yes, вводить can also have another meanings, as, for instance - введение препарата, so in this case it means that a particular amount of the material should be taken to carry out some tests.
