From a character sketch of Alisa Selezneva. It's hard for me to believe that this refers to children born via Caesarian-section.

Yes, you are right. It is hard to believe but this refers to children born via Caesarian-section. There is a theory that such children are braver than others because they did not feel pain at birth
Discussion
The logic escapes me. I've found lots of internet speculation about Caesarian-born babies being smarter than other babies, but nothing about them being particularly fearless. Maybe this text is weirder than I thought.
