Not sure if I've understood the problem. If these cameras rotate on a fixed axis, "static" is probably better.

2. In radio-relay systems, equipment used at points where data are inserted or derived, as distinct from equipment used only to relay a reconstituted signal.
3. Telephone and telegraph switchboards and other centrally located equipment at which communications circuits are terminated.

: terminal equipment = ОКОНЕЧНОЕ оборудование. Подразумевается наличие еще какого-то центрального оборудования. Так вот, станционное оборудование скорее имеет смысл центрального, чем оконечного./ В вашей ссылке п.1: terminal equipment и stations - вот оно!
