В качестве пояснения: Содержание экологической функции государства, как правило, закрепляется и раскрывается в Конституции государства, этим самым государство декларирует определенные обязательства в области охраны окружающей среды.

"государство" понимается как общественный институт, как, например, в паре "государство и право", поэтому при переводе хотелось бы это отобразить, и использовать именно термин "State", а не "правительство" (government).

Мой вариант перевода (я в нем, правда, совсем не уверен): "instrument for fulfilling the environmental functions of the State"

I prefer "government" to "state" in English, only because in the USA we have 50 of them (states), so it can get just as confusing as using "the government" does in countries where "правительство" is only one part of the government. But, in this context, if you write "of government" without an article, then it will be clear.

A similar formulation, "the environmental role of government" is sometimes used: "Keating governments found it difficult to extend the environmental role of government beyond individual land-use battles" (Lindsay Tanner, "Open Australia"), but "to exercise functions" is better than "to exercise a role."

Thanks, Maria. One doesn't "implement" a function or role. One "implements" a plan, scheme, program, recommendation. The word's much abused, e.g., "implement" software, meaning "start to use". But "implement" a function - no, at least outside math or IT.
