I keep finding the translation "social security," which doesn't work because, at least for a US audience, social security is a check that comes every month from the government based in part on how much a person has earned in their lifetime in qualifying employment.

А оказалось наоборот т. Корженко никакого внимания не обращает на нас безпризорных детой, детей государственных и возмем действительный факт, как он обращается с нами д/домовскими, к примеру: когда прийдет к т. Корженке ученик и просит выписать денег из фонда на выкупку хлеба, то т. Корженко и разговаривать не хочет с нами или ответит, «что здесь вам собес», ну и мы не солоно хлебавши идем с унылой головой на работу голодные и хлеб наш пропадает из за того, что нет денег на выкупку.

'Charity' fits perfectly here, like: "We do not run a charity here" - Valery is right.

What do you think we have here - charity?

"что здесь вам собес" - I am practicaly sure there is a comma missing here. It should read "что здесь вам, собес?"
In this cotext "charity" can substitute a long "social security institution" (собес - it's a state institution which helps people in need etc)

It's very similar. Собес -it's state charity, isn't it. In English, the meaning will be rendered 100% with it.

Basically, it's the system of "social welfare", and "собес" here means "social welfare office".

More officially, it's "the local department/office of the social welfare"

Tatiana is perfectly right: the phrase sounds rude enough, so you'd better go with something short and clear.
