Unfortunately, AАА for no obvious reasons and with an indefatigable pertinacity shrinks away from signing the document by giving new and new artificial reasons all too often conflicting with your own previous statements.

Well, the phrase sounds sarcastic to me in Russian. So, in my translation I just tried to convey the same meaning: when you praise something that's not actually praiseworthy.

Ваш вариант тоже неплох. Но первое, что мне пришло в голову - with a remarkable consistency.
Если витиеватость стиля в данном случае не обязательна, можно перевести так: consistently shrinks away from signing the document...

Unfortunately, for unknown reasons and with enviable tenacity, AAA has managed not to sign...

"has avoided signing" would be OK, too, but "managed not to" fits in with the slightly sarcastic tone.
