hard to tell what's meant without further context. In the US, in some cases, companies get tax deduction (or credit?) for the funds spent on research. I once took part in a project that used new technology, and once it had been implemented, the company applied for the tax deduction citing the fact that it was partially a research project, even though it had been conceived and implemented as purely commercial.
