First, Meriam's dictionary says 'section' can be used for newspapers.
Second, for example, you cannot say "This heading will highlight the issues..." (В этом разделе будут рассматриваться вопросы...), because 'heading' is 'a title at the head of a page or section of a book.', ant not the content of it. Compare with the example I posted below, where 'subsection' is used.
