When deciding between easy and pro, err on the side of pro. Most questions will be pro.

: You can indeed "provoke" panic although this is not the most common usage. However, you cannot "provoke shock". That's just not English.

14.09.2016 - In 1948, an African prince, Seretse Khama, married a white middle-class clerk in the UK provoking shock in Britain and Africa. + Trump victory provoked global shock; + the case of Baby P. provoked shock and Anger etc. etc. Pls. dont misunderstand me. I dont want to belittle Oleg`s suggestion; it is fine, I would have said so too; but IMO it makes always sense to demonstrate that there are additional solutions.
