В патентом смысле понятие связь означает, как правило, функциональнеую связь (а не физическую - мех., электро. и т.п.). Поэтому conntcted совершенно не подходит. Эксперт хочет сказать, что данный признак не имеет отношения к другому, что можно выразать как relevant, related (слабее), и т.п.
