Does the mean that 'as the minutes passed'/'with the passing of each minute' her sense of dread 'increased'/'grew'?
I know that it doesn't say 'strashnee' but my version seems logical..

More context might help... but it\'s pretty clear that the woman was having panic/fear attacks that would go away and then come back again.

Her fear was like waves, it came as tides: there were moments when she felt the fear, then the feeling passed, and then came again.
I think "Minutami" may be substituted with "Poroy" or "vremia ot vremeni".
