Then maybe they are actually talking about promo displays for products on sale rather than the eye catching labels or signage on shelves? We have those separate displays at supermarkets here, usually at both ends of the aisles and perpendicular to them. Something like this:

Is that what a stop-rayon would be for you French folks? In this case they would be promo/sale displays rather than the shelf talkers be discussed earlier. Any more context from the asker, perhaps?

I've never heard of shelf talkers as a customer at US supermarkets where we would probably just call them promo signs or sale signs or something. As consumers, what do we even care what it is called? However, the term seems to be all over the net as some sort of hard-core industry jargon, so it has to be the matter of regional professional usage.

The real fun part though is that the French rayon is not at all the same thing as the Russian район, so it must be a direct - and fairly misleading - borrowing from French rather than English.
