I take it that перевод стрелок is switching points, a metaphor, and that Cho wants to go over to dealing with the charterers directly. But I can't trace this word.

налинять could stem from линять, слинять (slang) = сделать ноги, сбежать (often in a situation when someone would have been made responsible if s/he didn't слинял on time). In this context it seems to me very likely that налинял means ушел/ускользнул от ответственности, сумел перевести стрелки (переложить всю вину) на фрахтователей.
