Se asocia el machismo con prácticas caciquiles. En todo municipio “hay un grupo que siempre ha tenido el poder”. Seguramente ese grupo se sintió amenazado: “esa gente suspendió las votaciones". Los métodos y prácticas caciquiles estuvieron a la orden del día.

strongman practices

In a modern context I've always translated 'cacique' as 'strongman', which works as an adjective too. I've used it precisely in reference to machismo.
(As opposed to 'chieftain' in historical contexts)

abuse of power

This is the basic meaning of caciquismo and I think you could use it here. It includes strong-arm tactics (which is more natural English than strongman).
But the concept of a political clique abusing power needs to be spelt out.
