Testo originale - Russo На прошлой неделе в ГУ ВШЭ состоялась презентация книги "Заработная плата в России. Эволюция и дифференциация", основу которой составил цикл исследований российского рынка труда, проведенных группой ученых Центра трудовых исследований ГУ ВШЭ. Комплексный анализ позволил выявить определенные закономерности и неожиданные особенности, а также сделать любопытные выводы, которым удивились и сами исследователи. С редакторами и соавторами книги Владимиром Гимпельсоном и Ростиславом Капелюшниковым встретилась корреспондент "Денег" Елена Алеева.
-- Пришлось ли вам столкнуться с какими-то сложностями во время исследования? На какие данные вы опирались?
Владимир Гимпельсон, к. э. н., директор Центра трудовых исследований ГУ ВШЭ:
-- У любого рынка есть два измерения: ценовое и количественное. Цена труда -- это заработная плата и другие затраты, связанные с использованием рабочей силы, количество -- это численность работников и продолжительность их рабочего времени, то есть параметры занятости. Мы много лет специально занимались проблемами занятости и в гораздо меньшей степени касались проблем заработной платы. В какой-то момент стало понятно, что без вторжения в ценовое измерение картина остается неполной. Вот здесь как раз и возникли некоторые сложности: оказалось, что данных мало и нет исследовательских аналитических работ, на которые можно было бы опереться. Но постепенно у нас стала складываться некая картина: к нам присоединились наши коллеги из ГУ ВШЭ, ЦЭФИРа и Росстата. Наши исследования базировались на трех основных массивах данных. Это Российский мониторинг экономики и здоровья (РМЭЗ) -- панельное обследование примерно 4,5-5 тыс. семей, которое проводится ежегодно, начиная с 1994 года (за исключением 1997 и 1999 годов). Это богатейший архив информации о жизни российских семей, включая сведения о заработках. Затем Национальное обследование благосостояния и участия в социальных программах (НОБУС), которое было проведено Росстатом совместно со Всемирным банком в 2003 году: оно охватило 45 тыс. семей. И, наконец, обследование Росстата о заработной плате по профессиям, содержащее примерно 700 тыс. наблюдений. Ни одна рекрутинговая или консалтинговая компания не имеет таких данных. Естественно, наш взгляд может отличаться от взгляда тех, кто занят практической работой, потому что для нас не существует приоритетных секторов или профессий, нас интересуют глубинные закономерности в экономике в целом.
Ростислав Капелюшников, д. э. н., заместитель директора Центра трудовых исследований ГУ ВШЭ:
-- Российский рынок труда -- это необычный механизм. Когда Россия только вступала в переходный период, господствовали ожидания, что дела в России на рынке труда пойдут так же, как и в большинстве стран Центральной и Восточной Европы, раньше нас вступивших на путь перехода к рыночной экономике. Но с первых же шагов российский рынок труда стал обманывать ожидания политиков и аналитиков: дела пошли не совсем так, а иногда и совсем не так, как прогнозировалось. Осознание этой необычности заняло определенное время, затем уже стало очевидно, что в России сформировалась особая модель рынка труда. Можно сказать, что все наши исследования посвящены причинам и формам проявления этих отличий.
-- Какие ожидания не оправдались, и какие основные отличия вы заметили?
В. Г.: Продолжительность периода, в течение которого мы наблюдаем российский рынок труда, составляет всего около 15 лет. Но мы видим, как экономика вела себя и во время острых кризисов, и во время быстрого подъема, и как при этом реагировали занятость и зарплата. Все ожидали, что занятость "обвалится" и безработица резко вырастет, но этого не случилось ни в 1992-м, ни в 1994-м, ни в 1998 годах. Правда, реальная зарплата после каждого такого удара теряла 25-30%. И уже это одно оказалось полной противоположностью тому, что знает экономическая история других стран. Самые очевидные параллели -- Великая депрессия в США и Великобритании начала 30-х годов прошлого столетия, более близкий пример -- объединение Восточной и Западной Германии. Реагируя на кризисы, реальная заработная плата там не сокращалась, а бурно реагировала связка занятость--безработица, уровень безработицы мог достигать в них 20% и даже выше. Когда в России экономика начала быстро расти, все ожидали быстрого роста занятости. Безработица сократилась, но общая занятость выросла незначительно, а занятость на предприятиях и в организациях (в "корпоративном секторе экономики") продолжала медленно сокращаться, не "замечая" никакого экономического роста. Реальная заработная плата при этом резко пошла вверх со среднегодовым темпом 12-15%.
Р. К.: Главная функциональная особенность российской модели рынка труда -- это гибкая, подвижная оплата труда и достаточно инерционная, стабильная занятость. Дальше начинается разговор о том, какие механизмы могли привести к такой комбинации характеристик, что за этим может стоять. Например, какие факторы делают заработную плату гибкой и чувствительной к шокам? Мы выделили несколько особенностей. Главные из них: отсутствие автоматической индексации зарплат, низкий уровень минимальной заработной платы, низкая доля базовой части в заработной плате и высокая доля переменной. Специфической российской особенностью является и привязка переменной части заработной платы к финансово-экономическим результатам деятельности предприятий. Гибкость зарплаты реализуется и через такой феномен, как задержки заработной платы -- их пик пришелся на 1998 год, и наконец, через неофициальные выплаты, которые также широко распространены.
Наш анализ позволил сформулировать пять "не", которые опровергают ложные стереотипы, существующие по отношению к российскому рынку труда: 1 -- российская экономика НЕ отличается аномально низкой долей оплаты труда; 2 -- в последние годы (2004-2006) рост издержек на рабочую силу НЕ опережал роста производительности труда; 3 -- у российских предприятий "незарплатная" составляющая издержек на рабочую силу НЕ является аномально высокой; 4 -- трактовка феномена невыплат заработной платы в качестве некой "институциональной ловушки" НЕ является корректной; 5 -- в фазе подъема неравенство в заработках НЕ выросло, а сократилось примерно на 10%.
-- То есть российский рынок труда не сравним ни с какими другими рынками, и стандартные рыночные механизмы у нас не работают?
Р. К.: Российская модель рынка труда -- это особый тип и особый случай. Сравнивать ее с другими рынками имеет смысл не столько, чтобы находить сходства, сколько для того, чтобы обнаруживать принципиальные отличия.
В. Г.: Модель не является идеальной. Да, она позволила стране благополучно пережить макроэкономические шоки и не помешала после кризиса 1998 года перейти к росту. Но насколько она хороша для экономического роста -- это большой вопрос. Думаю, что по ряду причин она не является подходящим механизмом роста. В частности, сильная инерция занятости означает, что не происходит обновления рабочих мест. Ведь производительность труда должна расти не только за счет того, что каждый из нас работает больше и лучше, но и за счет того, что старые и малопроизводительные рабочие места замещаются новыми и высокопроизводительными. Такое движение рабочих мест само по себе должно вести к росту производительности труда. В этом глубинная суть модернизации, диверсификации и повышения конкурентоспособности. Затем можно назвать такую проблему, как неисполнение законов и контрактов. Их несоблюдение может иногда снижать издержки, но разрушает условия конкуренции и увеличивает неопределенность. Все это не способствует устойчивому росту.
-- Что вы думаете о динамике заработных плат? Многие высказывают опасения, что эта гонка не может быть бесконечной, и связывают ее исключительно с ростом цен на нефть, указывая, что темпы роста заработных плат в некоторых отраслях опережают темп развития экономики в целом...
Р. К.: Зарплаты росли везде и росли быстро. Если экономика растет, то естественно ожидать, что будет расти спрос на рабочую силу и будут расти зарплаты. Это своего рода компенсация, наверстывание того отрыва, который произошел в кризисные годы. Другое дело, что такого темпа роста заработных плат никто не ожидал. Мы можем только рассуждать, что будет, если вдруг цены на нефть резко упадут. Это выходит за рамки нашего исследования, но мы можем предположить, что если эта модель рынка труда сохранится, падение цен на энергоресурсы на мировом рынке будет демпфировано привычным для российской экономики образом -- за счет оплаты труда, и реакция будет точно такой, как на все предыдущие шоки.
Что же касается соотношения между зарплатой и производительностью, то здесь есть два аспекта, которые следует отметить. Нас должна интересовать цена труда для производителя, то есть его затраты. Именно их динамику и следует сравнивать с динамикой производительности труда. Опережение реальной "производительской" заработной платы по отношению к производительности труда в промышленности наблюдалось только до 2004 года. Не следует путать этот показатель с официально публикуемыми оценками "потребительской" реальной заработной платы, которые говорят нам о том, какова покупательная способность зарплаты с точки зрения работников. Сильный рост цен на основные товары российского экспорта (нефть, газ, металлы) дал скачок в индексах цен производителей, и в итоге труд для производителей в промышленности резко подешевел. Относительное удешевление труда случилось в 2004 и 2005 годы, и оно объясняет, почему средний производитель в промышленности пока легко выдерживает заданный темп роста заработной платы. Другое дело, что такое "удешевление" труда досталось далеко не всем, и многие работодатели его могли и не почувствовать. Например, в легкой промышленности, которая переживает тяжелые времена и почти уполовинила свою численность занятых за последние 6-7 лет.
Поясните, пожалуйста, причину высокого неравенства в распределении заработков у нас в стране, которому вы посвятили часть исследования.
Р. К.: Неравенство как таковое не является бранным словом, это различие в заработных платах между людьми с разным образованием, профессиональным опытом, навыками. Разная производительность отражается в заработной плате. Такие различия неизбежны и существуют в каждой стране. Более того, такое неравенство создает стимулы для развития. Поэтому хотя неравенство в оплате труда у нас действительно очень высокое, но просто так, механически, с ним бороться невозможно и не нужно. Прежде всего необходимо понять, из чего оно складывается. Мы видим, что в России существует высокий разрыв в заработных платах между мужчинами и женщинами (порядка 40%), между бюджетным и небюджетным секторами, между регионами, отраслями и типами занятости. Напротив, не слишком большой или даже совсем небольшой разрыв наблюдается между уровнями образования, профессиями, опытными и неопытными работниками. В частности, в российских условиях, как показывает анализ, "синие воротнички" зарабатывают в среднем ненамного меньше, чем "белые воротнички".
Но зачастую там, где неравенство кажется большим, оно на самом деле не так уж велико. Скажем, гендерный разрыв в заработной плате во многом объясняется неравномерным распределением женщин и мужчин по отраслям, профессиям, регионам и т. д. Действительный разрыв в заработках между мужчинами и женщинами составляет не более 10-15%. Это означает, что если на российском рынке труда и существует гендерная дискриминация, то проявляется она не в форме неравной платы за равный труд, а в форме неравного доступа к "хорошим" и "плохим" рабочим местам.
-- Чем объясняется относительно небольшое различие в заработных платах между работниками с разным уровнем образования или, например, с разным опытом?
Р. К.: В целом получение высшего образования чрезвычайно приветствуется рынком труда. Вместе с тем расчеты показывают, что в последние годы появились признаки того, что величина выигрыша в заработках, который обеспечивает обладание вузовским дипломом, начинает снижаться. Отчасти это можно объяснить тем, что нашей экономике грозит перенасыщение обладателями высшего образования. По их доле среди занятых Россия находится в числе мировых лидеров.
В. Г.: То обстоятельство, что у нас в стране возраст и опыт не ведут к росту заработных плат, также имеет свое объяснение. Специфический профессиональный опыт людей старшего поколения, сформированный в советское время и в плановой экономике, зачастую слабо востребован рынком. Название профессии может сохраниться, а ее наполнение при этом радикально меняется. Но это новые знания и навыки, а длительный стаж не дает здесь больших преимуществ по сравнению с молодостью. Таким образом, с одной стороны, это трансформационный кризис 1990-х, который изменил экономику и спрос на квалификацию и навыки, с другой -- это технический прогресс, переход к рынку его только ускорил.
Р. К.: Если взять за 100% заработки молодых специалистов в возрасте 18-24 лет, то в России пиковый показатель заработка превосходит уровень заработных плат этой молодой группы всего на 40%, тогда как в США -- на 150%. Фактически в России заработная плата достигает пика к 30 годам и затем держится примерно на одном и том же уровне. В результате 30-летние работники получают практически столько же, сколько 50-летние. что позволяет сделать вывод о резком обесценении производственного опыта.
-- Можно сказать, что это временное явление?
В. Г.: Да, скорее всего, ситуация со временем изменится.
Р. К.: Со временем может измениться и сама модель рынка труда. И это самый интересный вопрос. В частности, не ясно, способна ли она предотвратить неконтролируемый рост стоимости рабочей силы. Мы также наблюдаем ужесточение контроля за соблюдением трудового законодательства. Конечно, несоблюдение законов -- это крайне негативное явление, но в рамках нашей модели оно поддерживает функционирование рынка труда. Не исключено, что более эффективный инфорсмент трудового права заблокирует те механизмы адаптации, которые были спонтанно выбраны в предыдущие десятилетия. Это скажется негативно на занятости и безработице. Не исключен постепенный демонтаж существующей модели через придание зарплатам большей жесткости, в частности вследствие непрерывной эскалации МРОТ. Но контуры альтернативной модели пока не видны. Главный же вызов, с которым столкнется рынок труда и экономика в целом -- это резкое сокращение предложения труда, которое предопределено демографической ситуацией. Опыта функционирования в условиях такого сокращения мы до сих пор еще не имели.

Last week a presentation of a book “Wages in Russia. Evolution and Differentiation” was given at the State University Higher School of Economics. This book was written based on the research cycles of Russian labor market conducted by a group of scientists in the Labor Research Centre (LRC) at the State University Higher School of Economics (SUHSE). A complex analysis has lead the researchers to establish certain regularities and unexpected characteristics as well as to make interesting conclusions, which were surprising even for researchers themselves. A reporter for the Dengi magazine, Yelena Aleyeva, met with the editors and co-authors of this book, Vladimir Gimpelson and Rostislav Kapelyushnikov.
Yelena Aleyeva: “Did you confront any obstacles while conducting your research? What information did you rely on?”
Vladimir Gimpelson, Director of the LRC at SUHSE: Every market has two types of measurement, price-based and quantity-based. The price of labor includes the wages and other expenses associated with labor usage, and quantity is the number of workers and the amount of their work hours, that is, the characteristics of employment. We spent many years working on resolving the problems of employment and didn’t pay as much attention to the wage issues. At a certain moment it became clear that without interruption in the price-based measurement we don’t have a complete picture. It was here that we confronted some difficulties. It became apparent that we didn’t have enough information, and the analytical research works, on which we could rely, were missing. However, our picture gradually began to change, as our colleagues from SUHSE, CEFIR and the Federal State Statistics Service (FSSS). Our research was based on three main sources of information. The first one is the Russian Life Monitoring System (RLMS), a panel survey of approximately 4500 to 5000 families, which has been conducted annually starting in 1994 (except for 1997 and 1999). It is the richest archive of information about the life of Russian families including information on earnings. The second source is the National Inspection of Well-being and Participation in Social Programs (NIWPS), which was conducted jointly with the World Bank in 2003 and included 45,000 families. And the final source is the Federal State Statistics Service inspection on wages with respect to occupations, which contained approximately 700,000 observations. Not a single recruiting or consulting firm has such information. Our opinion may essentially differ from opinions of those who perform practical work, since there aren’t any priority sectors or professions in our understanding, we are only interested in underlying regularities in the economy as a whole.
Rostislav Kapelyushnikov, Assistant Director of the RLC at SUHSE: The Russian Labor market is an unusual mechanism. When Russia was only entering its transformational period, everyone expected that things on the Russian labor market would go as well as in the labor markets of the majority of Central and Eastern European countries, which had entered the transformational road to a market economy earlier than Russia. However, after taking its first steps, the Russian labor market began to diverge from the expectations of analysts and politicians, things went not quite as expected and sometimes, not at all as expected. It took some time to realize that before it became evident that a special labor market model had formed in Russia. It can be said that all our research was dedicated to determining the reasons and forms of such differences.
E.A.: Which expectations were not fulfilled, and which major differences did you notice?
V.G.: The period during which we have been observing the Russian labor market is only around 15 years. However, we saw how the economy behaved both during periods of sharp crisis and during periods of fast recovery, and it affected employment and wages. Everyone expected that employment would plummet and unemployment would rise sharply, but it didn’t happen in 1992, or in 1994, or in 1998. However, there was a real wage loss of 25-30% after each such strike. And this fact alone already was the complete opposite of what the economic history of other countries had experienced. The most obvious parallels are with the Great Depression in the U.S. and Great Britain in the 1930’s, and a closer example is the unification of East and West Germany. As the real wage responded to the crisis, it didn’t decrease there, while the chain of employment responded greatly: the rate of unemployment was managed to reach 20% and even higher in those countries. When the economy quickly began to grow in Russia, everyone was expecting a fast rate of employment. Unemployment declined, but total employment barely increased, while employment in companies and organizations (in the “corporate sector of the economy”) continued to decline gradually without seeing any economic growth. With that being said, the real wage began to increase sharply at an average annual rate of 12-15%.
R.K.: The main characteristic of the Russian labor market model is the flexible variable wage and rather sluggish stable employment. We can begin a discussion on the mechanisms that caused such a combination of characteristics and what stands behind it. For example, what factors make the wage flexible and sensitive to crisis? We highlighted several main characteristics: the absence of an automatic indexing of wages, a low level of minimum wage, a low wage base fraction and a high variable fraction. Another specific Russian characteristic is pegging of the variable portion of wage to financial and economic performance of enterprises. The flexibility of wages is also made possible through a phenomena such as late payment of wages, which peaked in 1998, and finally, through unofficial payments, which are also used extensively.
Our analysis helped us to formulate five “not’s”, which negate false stereotypes associated with the Russian labor market:
1. The Russian economy does NOT differ from other economies by an abnormally low portion of wage;
2. In recent years (2004-2006) an increase in the cost of labor did NOT exceed an increase in the productivity of labor;
3. Non-wage labor costs are NOT abnormally high in Russian enterprises;
4. The interpretation of wage delinquencies as an institutional trap is NOT correct;
5. During the recovery phase the inequality in wages did NOT increase, but rather decreased by about 10%.
Y.A.: So, the Russian labor market cannot be compared to any other markets, and the standard market mechanisms do not work in Russia?
R.K.: The Russian labor market model is a special type and a special case. It makes sense to compare it to other markets not to find similarities, but rather to find fundamental differences between them.
V.G.: This model is not ideal. It is true that it helped our country to successfully survive macroeconomic crises and did not prevent it from shifting to economic growth after the crisis of 1998. However, it still remains a big question in terms of how good it is for economic growth. I think that it is not the most appropriate mechanism of growth based on a number of reasons. In particular, the strong inertia of employment means that no new jobs are being added. Indeed, the productivity of labor must increase not only because each of us works more and better, but also because old and underproductive jobs are being replaced with new and highly productive jobs. Such a movement of jobs must lead to an increase in labor productivity in itself. Such is the profound essence of modernization, diversification and increase in competitive power. Then we can name a problem such as the non-fulfillment of laws and contracts. Non-observance of laws and contracts sometimes can lower costs, but it destroys the terms of competition and increases uncertainty. All of this does not lead to stable growth.
Y.A.: What do you think about the dynamics of wages? Many fear that this race cannot be endless, and they associate it exclusively with the increase in oil prices, indicating that in some industries the rates of growth for the wages are higher than the rate of economic growth as a whole.
R.K.: Wages grew everywhere and grew at a very fast pace. If the economy is growing, then we can expect growth in the demand for labor and wages. It is some kind of compensation, narrowing the gap that occurred in the years of crisis. Another thing is that nobody expected such rapid rate of growth in wages. We can only imagine what might happen if oil prices should fall sharply. This goes beyond our research, but we can assume that if this labor market model remains as it is, a decrease in the price for utilities on the world market will be damped by the usual method for the Russian economy – at the expense of wages, and the response will be the same as during all past crisis.
In terms of the relationship between the wages and productivity, there are two aspects that should be noted. We must be interested in the price of labor for the producer, that is, his costs. Specifically, these dynamics should be compared to the dynamics of labor productivity. The advancement of productivity-based wages in proportion to the productivity of labor in the industry was observed only until 2004. We should not confuse this index with officially-published consumer real wage estimates, which tell us about the purchasing power of wages from the perspective of employees. A strong increase in the prices of the Russia’s chief export goods, such as oil, gas and metals produced an upswing in the producer price index, and consequently, labor for industry producers sharply went down in value. A relative cheapening of labor has occurred in 2004 and 2005, and it explains why the average producer in the industry still easily bears the given rate of wage growth. Another thing is that by no means all industries experienced such a cheapening of labor, and many employers failed to notice it. For example, a consumer industry that experiences hard times decreased the volume of employment by almost two times in the last 6-7 years.
Y.A.: Could you, please, explain the reason for such a high inequality in wage distribution in our country, for which you dedicated part of your research?
R.K.: Inequality per se is not a bad word, it is only a difference in wages between people with different levels of education, professional experience and skills. A different productivity is reflected in wages. Such differences are inevitable and are present in every country. Moreover, such inequality creates incentives for development. Therefore, despite the fact that inequality in wages is actually extremely high in our country, it is impossible and unnecessary to fight it simply by numbers. First of all, we must understand the components of inequality. We see that in Russia there is a huge gap (equals to 40%) between the wages that men and women receive, between budgetary and non-budgetary sectors, between regions, industries and types of jobs. In contrast, there is not such a huge gap, or even a small gap, between levels of education, occupations, as well as experienced and inexperienced employees. As the analysis shows, “blue-collar” workers on average earn not much less than “white-collar” workers in Russia.
However, often where inequality seems high, it is not really that high. For example, a gender-based gap in wages is mostly explained by unequal distribution of men and women with respect to industries, occupations, regions, etc. The actual wage gap between men and women does not exceed 10-15%. This means that even if gender discrimination exists on the Russian labor market as such, it does not take the form of an “unequal wage” for “equal productivity,” but rather it takes the form of unequal access to “good” and “bad” jobs.
Y.A.: What explains a relatively small difference in wages between employees with different levels of education or experience?
R.K.: Higher education as a whole is highly welcomed by the labor market. Along with that, research shows that in the recent years there were signs showing that the amount in wage gains, provided by a university degree, has begun to decrease. This can be partially explained by the fact that there is a risk of a supply glut of higher education workers in our economy. According to their portion of the employed, Russia is among the world leaders.
V.G.: The fact that in our country age and experience do not lead to a wage increase also has its own explanation. Specialized professional experience that the older generation of workers has, and which was formed in the state-planned economy of the Soviet Era, is often in low demand. The name of the occupation can stay the same, but its functions can change radically. These are new knowledge and skills, and therefore, the long-term experience doesn’t provide big advantages here in comparison with younger workers. Thus, on one hand, there is the transformational crisis of the 1990’s, which changed the Russian economy and the demand for skills and qualifications, while on the other hand, there is a technological progress, which was only speeded up by the shift to a market economy.
R.K.: If we take the earnings of younger specialists between 18 and 24 years of age, then in Russia the peak wage index exceeds the level of wages earned by this younger group only by 40%, while in the U.S., the figure is 150%. In actuality, in Russia the wage of a worker peaks at the age of 30 and then stays at the same level. As a result, 30-year-old workers earn as much as 50-year-old workers, which serves as evidence of a sharp devaluation in production experience.
Y.A.: Could we say that this is only a temporary phenomenon?
V.G.: Yes, the situation will most likely change with time.
R.K.: The labor market model itself can also change with time, and this is the most interesting question. In particular, it is not clear whether it can prevent an uncontrollable growth in labor cost. We are also witnessing the tightening in the inspection for labor law compliance. Indeed, non-fulfillment of contracts is an extremely negative phenomenon, but within the framework of our model it supports the functioning of the labor market. It is not unlikely that a more effective enforcement of labor law will block the adaptation mechanisms that were spontaneously chosen in previous decades. This will negatively affect both employment and unemployment. We cannot rule out a gradual dismantling of the existing model through increasing rigidity in wages, in particular, as a result of a continuous increase in the minimum monthly wage. However, the contours of an alternative model are not yet visible. The main issue that a labor market and economy as a whole will have to face is a sharp decrease in the supply of labor, which is predetermined by the demographic situation. Up until now we have not yet had the experience of functioning under conditions of such a decrease in labor.

My name is Vitaliy. I'm a freelance translator from Russian into English, English into Russian, Italian into English and Italian into Russian as well as a CEO and project manager of Vital Language Solutions, LLC. Vital Language Solutions LLC is a multilingual language services provider offering translation, proofreading, interpreting, DTP and transcription services in nearly 50 different languages and encompassing over 25 specialization sectors, including legal, commercial, medical, travel and hospitality and more. Vital Language Solutions LLC has been providing translation, editing, proofreading, localization and interpreting services since 2008, and we constantly seek for highly efficient and cost-effective ways for our clients to achieve their communication goals.
Aside from my translation and project management work, I used to serve on the Executive Committee of the Northeast Ohio Translators Association for ten years as a programs and events chair where I plan, organize and host professional and social networking events for association's membership. In addition to this, I possess a Master's degree in Translation, and have been a member of ATA in good standing since 2008.
