I've worked out that the 'soglie' part refers to different prices they have depending on how many customers the operator gets. So if the company has up to 500 users, they price is x, and if they have between 500 and 1000 users the price is y. Any idea what these 'soglie' would be?

I am pretty sure that they mean service levels - standard telecom language. Soglie sono i livelli di prestazione aka, SLA (service level agreement)

as you explain them, to me, they sound like discount levels granted to reseller/distributor based on the number of accounts/clients.

The only thing I would check with your client is define number of clients; do these discounts reset every accounting period? or once you have reached a level you just work upwards without sliding back to zero?

threshold wholesale

I think it means that instead of selling the product retail, they sell it wholesale by groups. I.e. 100 buyers = 10 euros each 85 buyers = 12 euros each.
