How to invoice if hours requested is more than acually needed/used

What should you invoice if the deposition ended earlier (10am-2pm) than anticipated (10am-7pm)? should you charge the entire time indicated on the P.O. 10am-7pm?

You made yourself unavailable for the duration requested by the customer, thus unable to accept other assignments.
I would bill the customer for the time agreed upon.

Is this a one-off customer that you never expect to hear from again? Was time-consuming travel involved? Is the hourly fee good or bad?
Factors like that could influence the decision.
