3个月前，山东寿光市几位市民发起成立义工组织“寿光义工”，他们组织慰问孤寡老人、救助失学儿童、给交警送水，把社会服务活动搞得有声有色，义工人数很快发展到150余人。6月23日晚，他们在寿光人民广场为6名失学儿童举行义演，演出正在精彩进行之时，被寿光民政局协同城管等多部门强行中止。随后，“寿光义工”被寿光民政局以未经登记注册、属于“非法团体”为由解散。
爱心团体因为缺一道注册手续而被取缔，情理与法理产生了尖锐冲突，一时间在媒体上、网络上引起议论纷纷。其实，这样的故事不独发生在山东寿光，其他地方的一些义工组织或其他社团组织也遭遇过类似尴尬，而且个中症结由来已久。按照1998年国务院颁布的《社会团体登记管理条例》，社团组织要到民政部门注册，必须要先找到一个党政机关或其授权的组织作为业务主管部门，而且必须经过这个主管部门的同意，否则民政部门不予注册。这使得一些义工组织难以找到合适的主管部门（不少部门因为不愿意承担“担保责任”，即便有义工组织找上门来寻求被“主管”，他们也不会同意），因此难以从民政部门那里获得“准生证”，于是只好处于灰色的非法状态。 ...... ▲ Collapse

从英文翻译到中文的，看起来大家的翻译都差不多，很少看到有人有理解错误的现象，只是表达的方式不同而已。人人有希望，个个没把握。
这次的规则又有了改变。那些少于七份参赛文稿的语文里，还可以继续投稿，因此可以参考其他外文，比方说参考既有的英文译文，在将德文、西班牙文或意大利文翻译成自己的语文。这比起在原本的时限内，利用机译翻成英文，然后再来猜猜意思，翻译成自己的语文容易些。如果在这样的情况下，原先在那七份以下的投稿内的投稿人之一还能拔得头筹，嗯，那么他的功力确实应该很强。
